Anne Marie McGraw, President
Anne Marie McGraw combines an education in traditional and environmental planning with 10 years of experience in utility and transportation engineering and permitting. She has successfully managed the preparation of hundreds of federal, state, and local permit applications and supporting documentation for projects in the west. Anne Marie has also assisted clients with developing strategies for permitting projects, navigating through the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) approval processes, and serving as an agency liaison. Her work has included preparation of 12 Proponent's Environmental Assessments (PEA) for filing with the California Public Utilities Commission (CPUC) and five Environmental Reports for filing with the Federal Energy Regulatory Commission (FERC). She has also developed and delivered regulatory and project-specific training programs, and overseen environmental inspection programs during construction of several major infrastructure projects. Anne Marie holds a Master of Science in Engineering and a Master of City and Regional Planning from California Polytechnic State University (Cal Poly), San Luis Obispo, and a Bachelor of Science (B.S.) in Environmental Policy Analysis and Planning from the University of California (U.C.), Davis.
Michele Barlow, Director of Biological Services
Michele Barlow has both an advanced education in biology and practical experience in permit and planning document preparation. She has managed environmental compliance programs for linear construction projects within sensitive species habitat. In this capacity, she has worked closely with resource agency representatives to negotiate effective and feasible mitigation measures. Michele has delivered over 100 environmental training sessions to educate crews on project mitigation measures to protect sensitive resources. She has conducted preconstruction biological surveys, performed sensitive species surveys, completed wetland delineations, and monitored compliance during project construction. In addition, Michele has prepared numerous resource agency permit applications and drafted environmental impact analysis in accordance with CEQA and NEPA requirements. Michele has a Master of Art (M.A.) in Biology from U.C., Los Angeles and a Bachelor of Art (B.A.) in Biology from U.C., Berkeley.
Armen Keochekian, Director of Compliance Services
Armen Keochekian has a solid background in environmental planning, permitting, and managing environmental programs for large-scale utility construction projects. He also has significant experience in erosion and sediment control planning and implementation, water quality issues, stream and river construction techniques, sensitive resource mitigation, and restoration. Armen has authored numerous sections of CEQA and NEPA document sections; as well as Stormwater Pollution Prevention Plans; Construction, Operation, and Maintenance Plans; and Spill Prevention Control and Countermeasures Plans. This experience is greatly enhanced by his extensive field experience inspecting over 1,000 miles of natural gas pipeline construction across the U.S., as well as hundreds of miles of electrical transmission lines in California and Nevada. Armen holds a B.S. in Soils Science from Cal Poly, San Luis Obispo.
Jeffry Coward, Managing Biologist
Jeff Coward possesses strong working knowledge of herpetology, field botany, and ornithology. He has received extensive California red-legged frog (CRLF) training, and been approved by the U.S. Fish and Wildlife Service to survey, handle, and relocate CRLF and giant garter snakes, and to survey for San Francisco garter snakes. Additionally, Jeff has surveyed and monitored for other sensitive species during permitting and compliance inspection efforts on numerous utility construction projects. Jeff’s field capabilities include managing teams of biological monitors, inspecting and recommending erosion and sediment control measures for project sites, and working closely with resource specialists and agency representatives during project construction. Jeff has also prepared permit applications and assisted with biological and wetland resource work for PEAs and habitat assessments. Jeff holds a B.S. in Ecology and Systematic Biology from Cal Poly, San Luis Obispo.
Larry Butcher, Managing Biologist
Larry Butcher has 13 years of field biology experience, which includes surveying and monitoring for sensitive species, as well as 6 years of environmental compliance experience. Larry Butcher has extensive experience conducting surveys for sensitive species in both California and Nevada. In addition to his biological skills, Larry has comprehensive knowledge of NEPA, the Endangered Species Act, and wetland regulation compliance. This breadth of expertise has contributed to his exceptional skills in environmental and biological monitoring during construction activities in a diversity of habitats. Prior to joining Insignia Environmental, Larry worked for the U.S. Fish and Wildlife Service, where he developed Biological Opinions for various projects. Larry holds a B.S. in Biology from the University of Nevada, Reno.
Robert Curley, Managing Scientist
Robert Curley combines an engineering background with 7 years of work experience in the field of environmental analysis. His work has included the development of environmental documents supporting the CEQA and NEPA processes, as well as utilizing various Environmental Protection Agency-approved air dispersion models to evaluate air quality impacts from accident reconstruction reports. In addition, he has solid skills in research and analysis in the areas of noise and transportation and traffic. Robert also has extensive experience in graphic production and oversees Insignia Environmental’s geographic information system mapping and analysis support services. He holds a Master of Business Administration from Santa Clara University and a B.S. in Mechanical Engineering from U.C., Santa Barbara.
